6月18日, 2008, the 市议会 approved the River Park project which was comprised of approximately 452英亩 of undeveloped land in the southeastern part of Southport and is approved to contain up to 2,284个住宅单位, 公园, 开放空间, and a small commercial site. The project approvals consisted of a General Plan amendment, 重新规划, 设计指导方针, an environmental impact report (EIR) and a development agreement (DA) with a 15-year term that became effective on July 18, 2008. The project was originally comprised of 494.4英亩和2,788 residential units but at the very last moment before Council consideration in 2008 a few of the property owners backed out. 因此, the River Park Environmental Impact Report (EIR) and 设计指导方针 include the larger number, but the DA only provides for 2,284个住宅单位 on 452.2英亩.

Since Council’s approval of the project in 2008, the West Sacramento Area Flood Control Agency (WSAFCA) designed and constructed the Southport Levee Improvement Project along the Sacramento River. The levee project expanded the Sacramento River channel with the construction of new setback levee and removal of the prior levee. This required condemnation of a considerable portion of the approved River Park project area, which was unique relative to other large development sites in Southport. Once the extent of WSAFCA’s land acquisition needs was known and executed, 阳光资本, LLC applied for project modifications to reflect the updated project levee footprint. City staff are currently processing the modifications that will require an updated environmental analysis, 财政分析, amendments to South Port Framework Plan, Southport Design Guidelines and land use entitlements that will be heard by the Planning Commission and 市议会 at a future date after public outreach and workshops. It is anticipated these workshops and public hearings will be sometime in 2024.

The proposed modified project on the remaining 373 acres is a reconfigured mixed-use community that would provide approximately 2,700个住宅单位, neighborhood commercial, and a network of trails, 公园大道, 公园, 开放空间.
